| Background
|
- In recent years, expectations concerning Korea’s active role in the process of democratization movements in Hong Kong, Thailand, and Myanmar have increased domestically and internationally. This develops into issues of international public confidence and accountability of the Korean government.
- Due to the absence of policy and strategy in the field of democratic human rights not only in traditional diplomacy but also in public diplomacy in Korean government, there is a need for countermeasures based on consistent principles relating to various issues, such as human rights in North Korea, the Japanese Military’s Sexual Slavery (known as “Comfort Women”), compulsory manpower draft, human rights abuse by the Korean military during in the Vietnam War, and human rights abuse by enterprises in developing countries.
- The necessity and expectations are increasing for a more active role in public diplomacy by public institutions such as the May 18 Memorial Foundation, Buma Democratic Uprising Memorial Foundation, Jeju 4.3 Peace Foundation, and the Korea Democracy Foundation, which were established as a result of the continued domestic democratization movement.
- The continually increasing demand for contributions to democracy and accountability of official development assistance (ODA) is rising.
This session aims to seek directions for public diplomacy between civil society and the Korean government through examining public diplomacy discourses and leading countries’ policies and strategies in the areas of universal values such as democracy and human rights.
