| Background
|
- In 2020, Mr. Fabian Salvioli, the UN Special Rapporteur, reported that “commemorations” should be added to the principle for the Settlement of Past Affairs.
- Transitional justices are needed in many Asian countries, but nations lack initiative in revealing the truth, as it now stands.
- Transitional justices are materialized in Korea compared with other Asian countries, but only preparations and commemorations are being carried out, excluding truth and justices, contrary to the principle for the Settlement of Past Affairs.
- In addition, the May 18 Democratic Uprising Truth Commission and the 2nd Truth and Reconciliation Commission were launched, but distortion of the past affairs has been rampant.
- Therefore, one must look at the transitional justices and discuss the direction to resolve the above situation as well as examine the significance of commemorations on settlement of past affairs for truth and reconciliation.
